Take the pulley and rub it with sandpaper to rough it up a little. Maybe that'll help? A rough grip might help. If you put the mower in first with the clutch pushed in does it push easy?

First, 3" is a pretty small pulley to have on the tranny. Slippage is not surprising. Second- did you put the tensioner/clutch on the correct side of the belt? Should be on the slack side, not the drive side. Got pics?

Push the mower with it in first gear and the clutch pushed in to see how mug resistance the tyranny has. Just making sure its not seizing up
