It's sounds like you've done everything right including waiting a few moments for the new setting to take effect but it's sounding like the carb could be partially clogged internally or not getting enough fuel if changing the settings does nothing. As a general rule of thumb for MOST small engines, when there are adjustment screws the low speed screw base setting could be anywhere from 1 to 1.5 turns out from lightly seated and the main fuel screw 1.5 to 2.5 turns out from lightly seated, yours could be different though. Have you torn down your carb and cleaned it yet? Other things to look for is a vacuum leak around the carb, intake and the pulse line for the fuel pump.
I'm not sure why you had a hard time finding info, a link to the pdf shop manual came up at the top of a Google search. I'm not able to share a link but here's a screenshot so you know what to look for.

Good Morning. I did skim through this one initially however, in the haste of my quest and scrolling like something possessed targeting "Keihin", saw only specs for Walbro or Kohler carb and probably immediately dismissed it as a resource. Apparently . . . "little did I know". Last night I did come across a really helpful site (has "Outdoor" and "Power" and "Info" in it's name . . . LOL) so that one's now bookmarked for reference. I'm going to pull it off today and go through it again . . .
Soo, . . . is forty five solid minutes to considered extraordinary to remove a bowl from a body? As they say next door in Boston . . . "A Wicked Pissa" . . . Don't ask LOLOLOLOL . . .

. . . could not loosen two of the screws! PB'd X3, warmed with the heat gun, tapped, rapped & wiggled and even combinations of each (MF's & SOB's that is) . . . 30+ minutes until one of them clicked loose. Here's the kicker, the threads & seats of all four were clean as a a whistle. When I can post pics you'll see how I got the last one. Not the worst I've seen inside however certainly a full afternoon of detailing required . . .

You can but you should post it here there's alot of smart fellers 'round here willing to help too! In the text box there's a GIF symbol, 2 to the left is to add pics. That is the main jet and yes it should turn but ONLY counter clockwise to remove it! Being made of brass makes them easy to strip so a well fitting flathead screwdriver that's at least the same width as the jet is essential. Use alot of pressure on the screwdriver and when it breaks free it'll probably give a loud snapping sound (that's normal).
Download the service manual I linked you to in PM, page 26 and 27 are gold to you right now! Very detailed troubleshooting explaining even the governed speed adjustment which could be your issue, I can't tell you how many old Tecumsehs I tweaked that just needed a tune up and adjustment to get em running smooth again!
. . . heavy duty leverage with a fingertip touch. Took about a half dozen gentle wiggles but it did the trick however, I'm not so sure I would have the same luck with the main jet LOL but it's at least worth a few minutes of consideration (someone, somewhere figured out how to make this whole contraption in the first place right?). In The event that this would "go south" does anyone prefer one replacement over another (Nikki vs Walbro vs ?) . . .

I personally love Walbro carbs but apparently the weren't an option on your series of motor. You definitely need to tear it completely down to clean everything out considering the crust(y stuff). Hey do you know the model number of your tractor?
I do indeed. Craftsman DYT4000 Model 917.272453. Various accounts as to the factory power plant for it though. I've seen 18.5 Briggs, 21.5 Briggs, Kohlers . . . ? This was thoroughly refurb'd when I bought it and mentioned the swap but I don't recall from what . . .
. . . certainly not factory, but the one on YT with the Ninja engine is impressive if you fancy a few "G's" on you while you ride . . . . and have a superior health care plan LOL . . .
