How big of an engine?
What model transaxle?
How big of tires?
How large is the tractor?
Good power for what?

Not trying to be mean or anything, but your question is far too vague.

The typical generic answer is 1:1 ratio. This will get you up around 12mph in most cases.

My personal answer to the vague question =
You can go pretty big and still have enough power.
My friends and I drive tractors geared up enough to achieve 45mph, and they still hill and rock climb just fine.
We have 6 speed transaxles and opposed twin Briggs engines, though.

Sorry about that it was pretty vague! I have a 1997? murray with 18hp v twin 6 speed trans with the stock 8 tires. Not sure on the model of the trans. Enough power really to climb hills and still able to go a little bit faster. Thanks alot for the info!

With an 18hp engine you shouldn't lack for power even if you gear it way up. With a 6 speed transmission, you should still have a pretty slow creeper gear for hills/rocks with high speed capability. I'd recommend going further than 1:1. Maybe go 5" on engine and 3" on trans.

If you do start pushing higher speeds, though, upgrade your steering and brakes.

5 to 3 will really be moving, I would go 5/4.
