I am not sure on part numbers I used some old pulleys I had lying around, I used the stock variator that was on the tractor. the tractor was about a mid-90s pan frame with an 11.5 Briggs the tractor looked like this.the trans was a single-speed fnr like this

Cut an old belt (mower deck belts seem to be generally LONG) and wrap it around the pulleys. Use tiewraps to hold it at the proper length. Take that to the parts store and use their belt measuring tool. IMO

I have stripped that machine. If you were close enough you could have this frame. Sigh... shipping costs are just nuts. I’m hoping that engine is good. That rig was free to haul home. No hood, but everything else was there.

I was able to get the 5inch pulley installed with a 35inch belt on the tractor and took it for test drive. The experience was about the same. I did notice when in forward gear the tractor now slowly moves forward without using the gas pedal. Same if I am in reverse gear - tractor slowly moves in reverse with gas pedal.
Am I in the correct direction? Should I be using an even smaller belt?

The 5 Inch was put on the rear I am guessing. Does the new belt have the same width and depth (V) as the old belt? I know some of those had a shallower V in them. Your new belt could be a little more "V'd" than the original allowing it to dig further into the varidive pulley causing it to actually slow a bit. Also, it could be causing the drive belt to have a little more tension on it's side (not allowing it to separate the drive side) causing it not to fully disengage.

I have read LOTS of negative info about the variable pulley and it NOT working with anything but the stock belts and sizes. I can see that it could be made to work, but decided to avoid it myself. The stock belts are quite thick and ‘sticky’ it seems. Maybe like @mightyraze said, you need a thicker belt. It seems that the ‘clutching’ action is not working since it moves without throttle movement. Pictures?

Yes the new 5 inch pulley replaced the rear 7.25 inch pulley.
Yes I replaced it original belt with a "Vd" shaped belt.

I know exactly what you mean when you are talking about the creeping issue. There is a way to adjust the clutch on those. I would do that first and see if you can adjust the tension on the front belt that way. You'll want to make it a little bit looser to stop the creeping.

did you change front and rear belts? and both pullies or just one im confused
As per your instructions I took off the stock 7.25 inch rear pulley and replaced it with a 5 inch rear pulley, which also meant replacing the rear belt that is now connected to the new 5 inch pulley.
