is it safe to run a peerless 700 tilted 90degrees backwards? (the input pully standing horizontal)

Yea, but keep the input downwards, (90 degrees but lowest to the ground), so it stays lubricated.

yup, snowblowers come like that, like TD said, keep it so the input is low. either that or drain the oil and re-pack w/ grease

Unless it's been modified, it IS packed with grease. That's how they come!
