What do u mean by raise your throttle? If you mean make the engine spin faster than you will have to remove your governor. Easiest and most used way of gaining speed would be to pulley swap it

You can just put a new pulley on your transaxle without welding it or anything. Just get the right size bore and put it on the shaft like the original one was. Fairly easy with the right pulley. As for the belt, you shouldnt need a new one with a slightly smaller pulley. However if the pulley is like 4 or more inches smaller then you might need a new belt. I hope this helped.
