Briggs and Stratton runs on after throttle is closed

Hi this is my first post and I am having a problem with my 14.5HP OHV. I have a foot gas pedal installed and when I rev it and take my foot off the pedal it keeps revving and then goes back to idle. I have a return spring on the white throttle attachment.

Any help is greatly appreciated will try to get some photos later.

does the throttle stick? try lubing up the cable and all linkages, i use spray lithium grease on all cables and linkages. it dries and wont collect dust. if that fails i would put a return spring on the foot pedal itsself
