Depending how the back of the larger rim is and how well the smaller rim will sit on it - the smaller rim might need to be trimmed to fit flush - best bet is to mesure from the smaller rim edge to the larger rim edge and make sure its the same all the way around .
Another way to make sure its centered is to make a jig from some wood ( easier to build) - a dowel down the center of the small rim, then a block bolted to the larger rim - slide the dowel into a hole in the larger block that is centered in the larger wheel's hub.
Id tack weld the smaller rim and make sure its centered before fully welding....
