 Briggs and Stratton 14hp Vangaurd twin won't fire the spark plugs.

I have a Briggs and Stratton 14hp Vangaurd twin and it wont get spark. Does anybody have any ideas why. both coils should be good, I just put a flywheel off of a 18hp Vanguard on it and its coils and it wont get spark. do I have to have any other electrical besides the coils? I shouldn't do should I? Does anyone know anythings about V-twins?
