My tractor has no belt on it at the moment, but when I roll it around in neutral it makes a clicking noise at low speeds and kinda growls at walking pace. My lawn cutter has the same transaxle and is completely silent in neutral. Should I be worried?

does it act fine with the tires in the air and you spinning the input shaft? if it all works then id say run it with caution. Its probably fine, just go slow when you first drive, or even have the tires in the air with the engine running.

With the tires in the air it takes about a half turn of the input shaft before the tires do anything

Well, there's at least a little good news. It does that in all gears including reverse so I'm assuming all the gears are good.
