i have a 14.5 hp ohv briggs and it keeps surging at high rpm and wont run at low i now it could be running lean because if i push in the choke a little it runs better. but it is now shooting sparks out of the exhaust every once in a while. what could cause the sparks.

Start with a good carb cleaning. Running better with the choke on is always a sign of a lean mixture. The sparks could be chunks of carbon blowing out, you might have a buildup in the combustion chamber.
sparks out the exhaust... oh boy... does the muffler glow at all? it could just be carbon, but ive never seen it happen.. its possible the exhaust valve isnt closing all the way. check out " Donyboy73 " on youtube. he has a video on it
