When I bought my dream machine the engine was cycling every 2-3 sec. hi then lo and wouldn't go into lo idle without dying. I cleaned the carb but lost o-ring that seats at bottom of jet (blew it out while drying carb) I replaced it but not sure if I used the rite size. It doesn't cycle and it has hi and lo idles but it doesn't feel right. Can the governor be bad or be adjusted. Could I remove it?

The governor certainly can be adjusted, but what do you mean by "it doesn't feel right"?

The governor can be removed, too. It would require you do make a new throttle connection directly to the carb.
