That's odd... is it one of those double barrel carbs? Perhaps it's an issue with fuel delivery in way of the fuel pump itself? One of my old B&S opposed twins has a problem with one cylinder but I'm pretty sure I have that narrowed down to low compression in that one cylinder, something else for you to consider
Yes it is a double barrel carb the spark is fine and it has brand new coils and wiring, I pulled the spark plug out on the cylinder that I suspected wasn't firing and the engine stayed running the same and there was no sound change, I pulled the carburetor off and sprayed ether in the cylinder that wasn't firing and it ran just fine, also the fuel pump is more than efficient lol

I put the new carburetor on it and it runs great also the Jack shaft kept breaking because I only had one pillow block so I got another pillow block so it has one at the top and one at the bottom and it hasn't broke since also painted the rims and put a clear coat on (thanks @Murraymountain it looks great) I entered Tankie in the tractor show and got to run around in the small town of San augestine and the people loved it. Here's some pictures my sister took

@Ifitaintbroke this one wasn't stuck on. I had a Briggs 16hp I/C that was stuck on real bad and the angle grinder took it off in about an hour with no damage to the shaft. I have a propane furnace for melting metal so I can get it up to about 3000 Fahrenheit in about 15 to 30 minutes I use that for stuck on stuff from now on

Sounds like that would work, but also destroy the engine. I'm trying to save the pulley.
