What is the best tractor to build a lifted bed tractor for pulling and hauling stuff around the property? I don’t want to spend a ton on the tractor.

That’s a loaded question. Murray and craftsman seem to be a dime a dozen. Good cheap starting point. Is the Property mostly flat?  If so no need for locking.

Try an old garden tractor from the 70s thru the 90s. The White in my pic has pulled a 1/2 ton of fill up my driveway, which is good and steep too. It gives you respect for the teamsters of yesterday going uphill in a loaded diesel at 20 miles an hour Smile

Garden tractors usually cost more, but as long as you aren’t pickups out the brand or cosmetic condition you can find them for around 100 dollars. Ask around, usually it’s easier to deal with people face to face than thru Craigslist and such. And often if they know that you are an actual person and that you are interested, they can be much more willing to come down on price.
