I do not suggest nor endorse bypassing a governor. Either remove all governor components (especially flyweights and pins inside) or leave it alone, assuming you like your engine.
and i gotta agree with doc. take it all out or dont touch it. you'll blow the internal weights apart, essentially a hand grenade in the engine. we dont like that kind

I was sort of planning on tearing it apart sometime this summer and replacing the oil-slinger and taking the gov junk out.
